Canada, USA & China qualify due to finishing 1-3 in the 1996 Pacific
Championship.  Sweden, Russia, Finland, Norway & Switzerland qualify as top
five finishers at 1996 European Championship.

I don't see anyone relishing the idea of playing the 6th seed!
